English to Speakers of Other Languages (ESOL) Program

Manhattan-Ogden USD 383 serves a diverse and ever-changing population drawn from Ft. Riley, Kansas State University, Migratory Employment and the Manhattan and Ogden communities.  The ESOL program serves students from preschool through high school.

English Language Learners (ELL) are served in our district in a variety of settings.

At the preschool level, students attend various community programs.  As students are evaluated for services and programs as well as eligibility requirements teachers work in partnership with the district ESOL program to coordinate services.  A preschool ESOL teacher then travels to buildings to provide support of ELLs.  At the same time, several district preschool teachers have their ESOL endorsement and provide services as well. 

At the elementary level, students attend Lee Elementary, Northview Elementary, Bergman Elementary or Ogden Elementary for ESOL support.  ESOL support, in those schools, is program based and have specific ESOL interventionists along with endorsed classroom teachers. 

At the secondary level, students are served at Eisenhower Middle School and at both Manhattan High School East and West campuses.  Again, students are provided ESOL program support from the ESOL intervention team and strategically placed with ESOL endorsed teachers to insure academic success.

Goals of the ESOL program are to:


  • Provide support that will help students comprehend classroom instruction
  • Increase each student's level of English in the areas of listening, speaking, reading, and writing
  • Make available the most highly qualified staff working with the most at-risk students
  • Bring awareness to cultural differences within the classroom and school
  • Afford parents opportunities that will facilitate communication between home and school
  • Offer professional development and ongoing staff development for educational professionals within the district


Under No Child Left Behind legislation, the academic progress of every child, including those learning English, will be assessed in all academic areas.  Additionally,

  • Schools must provide high-quality instruction to English language learners (ELLs) in reading, math, and other academic subjects.
  • Districts must ensure that there are highly qualified teachers in all classrooms, including classrooms with English language learners.
